Preferred Habitat and the Optimal Maturity Structure of Government Debt

چکیده
We propose a clientele-based theory of the optimal maturity structure of government debt. We assume a three-period economy in which clienteles correspond to generations of agents consuming in different periods. An optimal maturity structure exists even in the absence of distortionary taxes, and consists in the government replicating the actions of private agents not yet present in the market. The optimal fraction of long-term debt increases in the weight of the long-horizon clientele, provided that agents are more risk-averse than log. We examine how changes in maturity structure affect equilibrium prices and show that in contrast to most representative-agent models, lengthening the maturity structure raises the slope of the yield curve. ∗[email protected] †[email protected] ‡[email protected] §We thank seminar participants at LSE and UCLA for helpful comments.

Price Pressure in the Government Bond Market
What determines the term structure of interest rates? Standard economic theory links the interest rate for maturity T to the willingness of a representative agent to substitute consumption between times 0 and T. The standard model contrasts sharply with a more informal view based on investors’ preferred habitat, proposed by John Culbertson (1957) and Franco Modigliani and Richard Sutch (1966). ...
متن کاملThe Optimality of Consols in Government Debt Management∗
We consider optimal government debt maturity in a deterministic economy in which the government can issue any arbitrary maturity structure and in which bond prices are a function of the government’s current primary surplus and the path of future primary surpluses. The government sequentially chooses policy, taking into account how the current primary surplus and the structure of maturity issuan...
متن کاملOptimal Government Debt Maturity
This paper develops a model of optimal government debt maturity in which the government cannot issue state-contingent bonds and cannot commit to fiscal policy. If the government can perfectly commit, it fully insulates the economy against government spending shocks by purchasing short-term assets and issuing long-term debt. These positions are quantitatively very large relative to GDP and do no...

This paper develops a model of optimal government debt maturity in which the government cannot issue state-contingent bonds and the government cannot commit to fiscal policy. In contrast to an environment with full commitment, there is a tradeoff between the cost of funding and the benefit of hedging. Borrowing long term provides the government with a hedging benefit since the value of outstand...

A tax-smoothing objective is used to assess the optimal composition of public debt with respect to maturity and contingencies. This objective motivates the government to make its debt payouts contingent on the levels of public outlay and the tax base. If these contingencies are present, but asset prices of non-contingent indexed debt are stochastic, then full tax smoothing dictates an optimal m...
